Majors Rules

SFYAL - Majors Rules – 2017 (ages 11/12)


  1. Batting order: Batting order consists of entire roster.

  2. Player requirements: Each player must play at least four (4) innings in the field during regular season games and three (3) innings during playoff games, based on a 6 inning game.  It is suggested that each player plays a minimum of one (1) inning in the infield during regular season and playoff games.

  3. 10 Run rule: The 10 run rule will be in effect after four (4) complete innings or 3 ½ innings if the home team is ahead.

  4. Leads: No restrictions of length of leads at any base.

  5. Stolen Bases / Stealing Home: A total of 4 stolen bases will be granted to each team per inning. If a runner(s) advances on a passed ball, wild pitch or over throw they will not be charged a stolen base. If the catcher maintains control of a ball in the dirt and the runner(s) advances, they will be assessed as a stolen base. A Pitcher must remain in the stretch position with runner(s) on base after the 4 stolen base limit has been reached. Except if lone runner is on third. Coaches are responsible to keep track of stolen bases per inning.     

    1. A runner may steal home.

    2. Runner will be taught/encouraged to steal on the pitchers move to home plate.

    3. Once the Pitcher has control of the ball on the mound the play is considered dead until the pitcher addresses the rubber. At which time the runner(s) may resume a lead.

    4. If the Pitcher makes an attempt to throw out a base runner after control has been established, the Pitcher has forfeited the dead ball ruling and the runners may advance at their own risk.

    5. Delayed steals are allowed, and will count as a stolen base.    

  6. Passed Balls / Over Throws: Runner(s) advance at their own risk. No stolen base assessed.

  7. Pickoffs: Pitchers will be encouraged to learn and attempt pickoffs. Balks will be called by the Umpire however; the runner(s) will not be permitted to advance.

  8. Courtesy Runners: Courtesy runner for catcher is optional with two (2) outs. The player making the last recorded out will be the runner.  This player should have a helmet on and be prepared to enter the game immediately.

  9. Max Runs per Inning: 5 runs per inning in the 1st through 5th innings (even if these innings become the last innings due to time limit).  Runs unlimited in the 6th inning and extra innings.

  10. Games ending in a Tie:  Any regular season game ending in a tie that has reached the time limit will remain a tie (playoff games must continue on).  If 6 innings have been completed and the time limit has not been reached, teams will continue to play until the time limit has been reached.

  11. Pitching:     

    1. A pitcher may only throw fastballs and change-ups.  No intentional breaking pitches will be thrown. Coaches are responsible for monitoring pitch types. One warning will be given if a player is intentionally throwing a breaking ball.  2nd warning will result in the pitcher being removed from the game.

    2. Rest- for any pitcher reaching 51 pitches or more, 3 days of rest are required.  41-50 pitches requires 2 full days of rest, 21-40 pitches requires 1 day of rest, under 20 pitches requires 0 days rest.  For ex- a pitcher throwing 55 pitches on a Monday requires 3 full days of rest, which includes Tuesday, Wednesday & Thursday.  That pitcher may not pitch again until Friday.

    3. Each team must have one 11 year old throw at least 1 inning in the first 3 innings of every game.

    4. Pitchcounts are considered a softcount.  Once a pitcher reaches a pitchcount, they may finish the batter.  For ex- a coach only wants the pitcher to throw 40 pitches.  Once the batter reaches 40, the coach must inform the other coach he’s finishing the batter.  If the pitcher throws 43 pitches, it will be recorded as 40.

    5. If a coach visits the mound a 2nd time in the same inning, the pitching change must be made.

    6. Each coach is responsible for recording their pitchers’ total pitches for each game.  Opposing coach must sign-off at end of game.  All pitchcounts must be turned into the snackstand binder at end of game.

  12. Suicide Squeezes: A team may attempt a suicide squeeze. If the batter does not make contact with the ball and the runner is committed to home plate, they will be charge a stolen base unless they get back to third without a throw from the catcher. (Ex. Runner gets back to third following a run down or throw by the catcher; this is a charged stolen base attempt.)

  13. Bunt Slash/hit: If a batter indicates that they are going to bunt, they are not permitted to pull the bat back and attempt a swing. (there is no warning issued, the batter is automatically out)

  14. Dropped Third Strike: A batter may run on a dropped third strike as long as first base is unoccupied with less than 2 outs. Any runner(s) who are forced to the next base due to a dropped third strike will not be charged with a stolen base.

  15. Infield Fly Rule: This will be enforced by the umpire.

  16. Intentional Walks: Intentional walks are not permitted.

  17. Sliding: Sliding is encouraged when a play is being made at a base.  A runner must avoid contact at all times.  If any contact (umpire discretion) is made with a defensive player by the runner not sliding, that runner will be deemed out. No headfirst slides except returning to a base.

  18. Game Time Limit:  No new inning will be started after 1 hour and 50 minutes.  If the Red Photocell light comes on before time limit, current inning should be finished and game stopped.

  19. Call-up players: In certain situations, teams may need additional players due to school ball or other obligations.  A list of eligible Minor League players will be made available to coaches to contact for these situations.  This should only be done if the number of regular players is below 9. If a team has 10 players, including a call-up the call-up must not be included in the starting defensive line-up.  The call-up player must follow same player requirements for innings and MUST BAT LAST IN THE LINEUP.

  20. Other Rules: All other in game rules not specified above should abide to Cal Ripken rules.

  21. Pre-Game: No pre-game warmups are permitted until field is ready for play. Each team is allowed 10 minutes for pre-game warm-up.  Home team is responsible for putting out bases and lining field, but away team is encouraged to help if arriving earlier.

  22. Post-Game: Each team is responsible for field maintenance after the games. This includes dragging of infield, raking home plate, mounds and base paths.  Returning all bags to storage area.  Away team is ultimately responsible for making sure this is complete.

  23. Conduct: Under no circumstance should any Coaches, Players or Fans verbally argue a call made by officials.  Umpires will have the authority to remove any individual from the game or complex for abusive behavior.

  24. Snack Bar: Snack Bar duty will be given to teams at the beginning of the season. If a team does not fulfill their snack bar duty on a given night, the game will be stopped until the needs are met.


All rules will be subject to immediate modification as the league sees fit.
